My broadband company sucks

It's been 2 weeks now since the super typhoon hit our country. It's been 3 days without electricity, no telephone, worst of all no internet. After 2 weeks all were back, even my internet, but it's worst...I am paying them Php1500 or $30 dollars for a month. My plan is a 256kbps connection and guess what! They are serving me a slow shitty speed 40kbps maximum of 52kbps!!! WORST than a dial up!
